Looking for a Shorter blade to carry.

Kizer Mini Sheepdog would be an easy one to trim (2.6" blade). Or take a look at the Kizer Lieb (already too short).
Personally, at that length, I don't want to be fumbling with flippers or liner locks - a Buck 503 (505, if the extra 0.01" bothers you) or a nice slipjoint would be my choice.
I'm a big fan of the Blue Mini Sheepdog. It's a well built piece of steel with good action. This is my everyday showroom work knife, where I need something that won't scare the customers the way the XL Sheepdog would (although I really like that solid clunk when you open the XL)

Yup, it's just a little over your specified length...that's why I listed the length & pointed out how easy it would be to bring it down to size.
 
2 And a Half inch max blade?
Peanut, maybe a small Barlow or Canoe, or tiny stockman.
 
I've got Canoe and Stockman knives. The new ones from China are just not the same as the ones made here...
 
So it looks as if the knife I carry is going to have to be shorter. Currently I carry a ZT 450 or a Rat Model 2. Depending on what I'm doing that day. Gong forwards the max blade will be 2.49in. So what's out there that I should look at. Preferably a flipper and fit in to the price range of the 2 mentioned above. So $30-140.

I'm not real big into flippers, but I do have a number of smaller knives. One of the modern ones that I carry most often is a Spyderco Cat. Not a flipper, but very quick opening. The design has excellent attention to detail, and very good ergonomics. For a small knife, it fills the hand well. I have a Dragonfly and I like the Cat much better.

Off the top of my head; those specs remind me of the Delica...
 
The Delica has a 2.875" long blade, so it's not in the running.

I've had several Delicas over the years. I prefer the Cat.

I have one its a nice well made knife.

I run into this working in federal buildings not on military bases sometimes and also have family in a country where the blade length limit is 60mm (~2.36"). I started with a Dragonfly (Salt), went to the Ambitious, and ended up back at the Dragonfly. Both are nice though. I pocket a Buck 55 also as well sometimes (60mm exactly IIRC). The Cold Steel Tuff Lite also fits, and it's really not bad for about $30, but it feels around that price in quality to be honest.

I picked up a Delica on the exchange recently and plan to chop that down to 2.5" and see how that is. As others have said, picking a knife you like and chopping it down is an option as well.
