If you are thinking about ordering a knife from Newt Livesay, I would recommend that you first check past threads about the service from that guy.
 
As long as your looking at TOPS you should check out the Street Scalpel. It's easy to carry and conceal but more than sturdy enough. It handles great with enough swell to prevent your hand slipping (at least with the cord wrap - I've not handled the micarta grip). You'll love the price.
 
what about a Swamprat Bandicoot? Great cutting knife with a slim profile

also, the new Becker Necker may work you for.

Although the blade is shorter than what you had specified, a small knife with a tremendous reputation as a self-defense knife is the Emerson LaGriffe. It is said to make deeper cuts than one might expect given its 1.75 inch blade length. The finger hole grip is also the most secure possible. Last I checked, they were going for around $45 from online stores.

I forgot about Newt! If you really do want an inexpensive straight knife I'm sure Newt would gladly sell you one of his neckers for under $50, Little Pecker, WOO and NRGS all come to mind.

You will get a fine chunk of 1095 (that will need some bevel work), a bit of para cord on the handle area (which you will want to improve upon), a .6" kydex sheath (that you will not feel bad about drilling, cutting or altering in any way) and about 3' of cord to hang it.

The steel will only be parkerized, but the heat treat will be good, it will be hard but fairly easy to sharpen. 1095 is not a stainlees steel but it does takes a hellish edge (oil is cheap!).

So there you have it - your perfect, inexpensive, back-up knife, all you need is $25-$50 and a few hours to get it where/how you want it. :)

While Newts smaller knives can't be said to be pretty, with a little work they can be very practical. My other suggestion would be to check your local gun shows for local makers, I have seen some nice small knives at a relatively low price in my area...and makers willing to work with you.

I am going to hold out for the BK-11. It looks like it will satisfy my needs. ALthough I could not hold out that long, so I also picked up a Cold Steel Para Edge for $15 shipped on Ebay, not bad for a new knife. Thanks again for your sugestions.
 
A frequent criticism of the BK&T line is their very slippery handles. Some people have them bead blasted or rough them up with sandpaper. I quit buying BK&T knives after accidentally cutting myself with two of them due to the slippery handles and absence of an effective guard.

More recent models have a metal extension to serve as a guard. I don't know if this is adequate to compensate for the slippery handles.

The purpose of the slippery handles is supposed to be to prevent blisters from forming during heavy work with the BK&T knives. Personally I rather have blisters than cuts resulting from those slippery handles sliding through my hand.
 
Personally I'm a big fan of CRKT's Companion, this critter has a multitude of carry options and it's an awsome little piece. I've put a lot of miles on mine in a lot of questionable places and it's kept me feeling safe if nothing else. The Emerson La Griffe as mentioned is a serious SD tool that you could hide under an eyepatch (well I'd guess you could I've never tried it) It's my daily necker.
The Cold Steel Mini Tac is a great all around piece.
Smith & Wesson's HRT1 knife is a sweet little piece as well. I've put a few good miles on mine. Another great consideration that's a little outside your limit is the Cold Steel Desperado.
