Looking for a small fixed blade...

Some knife makers develope a reputation for making knives that excel in a certain area. In my opinion small fixed blades is an area dominated by Bob Dozier. I have three. They cut like a razor. Mr. Dozier's kydex sheath's are also exceptional and of varied style. Mr. Dozier will try to make a sheath to your requirements for little extra if you will call and ask.

I admit to having an interest biased in favor of Dozier small fixed blade knives and kydex sheaths, over all others.

Chris Reeves Aviator, Shadow III or Mountaineer I would serve your needs for just a tad over budget. A Busse Basic would be nice, as well. Check out the Benchmade Nimravus also.
