I'm a big fan of the Hogues and the Benchmade Bedlam. I'm not a huge fan of Emerson but I also haven't used them much.

You may MAY be able to find a Benchmade Skirmish or Rukus for $250. I really regret selling mine.
If you're willing to pay $300 I think you might be able to find a Camillus Cuda Madd Maxx 5.5

Not sure if it's big enough to fit your criteria (3.5" blade), but since you mentioned Ti frame locks, you might consider the Protech TR-3 Integrity.
 
Sounds like you want a 3-4 inch blade, BM 740 and 710 are pretty classic blades, and very capable.. But if it were me, I'd try to find a discontinued knife, probably a spyderco endura with foliage green g 10 scales and ffg blade. If you can find one, they aren't hard to beat, but you have some great recommandations already here, hogue folder, ZT 301. I'd try to find a knife shop so you can feel the ergos and clip position before you buy, something might jump out at you.

Good Choices.
I Just Got My ZT 0301 And I Want To Say, It's A BEAST. I Love This Thing. It Goes Perfect As My Large Beefy Hard Use Folder Along With My Slicing EDC Spyderco Chokwe.

I Have A Feeling You Would Appreciate This Large Beefy Ti Frame Lock. It's Fast For The Weight, Feels Good In The Pocket, Cuts Like A Dream, The Ergos Are Perfect, It Feels Amazing In The Hand, The Thwack When It Opens Is Very Pleasing, It Opens With Authority, And You Can't Get Much More Tactical Than The Colors It Is, The Lock Isn't Stiff On Mine At All, And Locks Up Solid And Perfect, But Simple To Disengage One Handed.

Overall The ZT 0301 Is Just Amazing.
 
The BM Adamas is also worth a look. Heavy, but bulletproof to say the VERY least.
