Spyderco makes some stainless fixed blades in that range but not with micarta handles. Whats more important, blade steel or handle material? Tops uses micarta but most of their blades are 1095 steel.
I’m willing to go with 1095 and compromise on handle material as well. Micarta is just my favorite and 1095 is really common and I have owned numerous knives with it and would like to give something else a shot.

Actually all of Bradford's fixed blade Guardians have an option for micarta handles.

I am sorry that was my brain malfunction from too much going on ... and that's bad when I own some ... I was thinking G10 not micarta ... so thank you for correcting me ... you are right they are ... that was my bad.

Holy crap..I totally forgot about Buck! They reign supreme for stainless fixed blades. It's 420HC so it's not exactly super, but it's done really well. They have an enormous selection, everything from bird and trouts to big camp knives. Most would be under $100, I like the Compadre 5160 myself. $50 for that knife is a steal. So don't forget to check out Buck!

Another one that comes to mind is one of the Terava (I'm not even going to try to spell that) Puukkos. 80crv2 steel, so maybe that may not be your preference. Plus it's a puukko, I don't think I'd carry one everyday. They're really well suited for woodworking, cardboard not so much. But that puukko is one heck of a good deal and meets your parameters so I thought I'd throw it out there as well.
