Looking for really small compression sacks...

Know of any makers? The smallest I can find anywhere is a 6L to 2L, I am looking for something with an uncompressed capacity of like 1L or smaller.

Any ideas, or will I have to make some?

if you want an easy way to make some homebrew stuff sacks hunt for some BDU pants with shredded knees, butt or crotches. they should be easy to find in a surplus store or a thrift shop.

cut the lower part of the leg off below the reinforcement on the knee and stitch it closed at whatever length you want.

ok, it's NOT a compression sack, but you can usually find the shredded BDUs for $1 or possibly less and you get two partially made sacks. these are handy for all kinds of general utility stuff.

I believe "Sea to Summit" makes compression sacks. I don't have one but I do have their dry sacks.
