Ad Astra? Having a similar problem myself. This is working for me:
Soak scabbard in warm water. A few minutes is all that's needed. I had a nice length of surgical tubing laying around that I use for rifle stock repairs. I bought it at the local home improvement store a while back for a few bucks. You can apply as much or as little tension as you need to. Once tension's applied, check fit every few minutes until it's right where you want it and let it dry for a day or two.
My preference right now is for a blade that's secure enough not to fall out of the scabbard when shook upside down -- and no tighter. Mine were just way too loose as they were.
