Louisana, Jefferson Parish deputies don't know blade law

I have had 8 foldind lock blades stolen by J.P.S.D deputies! None of which could define what constitutes an illegal pocket knife!
Funny thing is I can't seem to find a definition either. So does this mean they can MAKE UP any definition they want to?
