That is about equal to Re-Bar in Carbon content. Yes it will harden but will be lacking in edge holding ability. Try a water quench with no tempering.

Its about 1 1/4 round. I work in the oil field and its old polish rod 10 to 12 feet long. I can cut some up and send and send it to you
