Maker of Unusual "B & T" Folder

Anyone have any idea who the maker is? Also, the steel has an unusual appearance. It almost looks like an un-etched Damascus-type steel. Any thoughts on this?

looks like it was made from old saw blade, i know ive used some that when sanded down look just like that from all the pitting in them.

I'm really not sure. The steel has an odd appearance beyond that. It's hard to see in the photo, but it looks layered along the spine.
