manage attachments button?

Ok, I hacve searched and searched. I have been a gold member for sometime and am now a platinum member and still do not have a manage attachments button to be able to upload pics? Why? What am I doing wrong or not seeing

yup, that is where I was going, but I had no attachments so there was nothing to do.
