Marine Corp Sword Scabbard with a Problem

The scabbard of my son's Marine Corp sword (officer's) has begun to develop blisters. Anyone know of a way to remedy this situation? Will it require the whole scabbard to be refinished?

Jumbi, what part of the scabbard is blistering? What material is it made of? Take care! Michael

I don't know what material is covering the scabbard. I suspect it is a thin chrome finish.
 
If it has a thin chrome finish and that has bubbled up or blistered, ten bucks says there is rust under it.

I would send it back to the maker/manufacturer and have it repaired or replaced.

One big reason I don't like chrome plating.
