Mast Axe identification

Hello: I recently found and purchased a, "Mast Axe" also known as a "Shipwrights Axe" stamped CONGER, below that is N Y and below that is 33 ATTORNEY. Could the 33 Attorney be a street address? A friend told me that there was a Conger Co making edge tools in NY in the early to mid 1800's. If an image would help I can supply one. Thanks Bob Ochenas
