The Morning Star was a 'popular' weapon for dismounted mediaeval knights. The primary weapon would still be a sword or possibly a battleaxe.
The idea of the morning star was that the chain's flexibility allowed it to get around a shield however that may be employed in defence, either as a distraction or to deliver damage itself.
If both combatants were unshielded then the morning star was a dangerous weapon, capable of delivering unpleasant blows to an armoured man.
Incidentally, in re-enactment circles it seems common to use a cricket ball covered in the studs used by bikers on their jackets!

Indeed, with all its mass and the inertia gained by the circular movement, it really had a good stoping power, much more than a simple sword or even an axe.
Plus the long of the chain determined how far can a person or a knight be and yet be hitted by this really cool weapon.

The item you are referring to is a Morning Star. It is a type of flail. They are a pretty good weapon in the hands of an expert and not for amateurs. It is exceeding hard to control the direction of the bounce after the swingle hits (or misses) its target. And until is stops it is a hazard to everybody around.

The flail is a _very_ dangerous weapon, and nearly as dangerous to the user as it is to the recipient. Large flails were definately heavier and clumsier than a sword, and would be 'spun up' for a moment or two before wading into battle. Shorter ones that could actually be 'struck' with have a bit of physics, that part about conservation of momentum, and angular momentum, that speeds them up tremendously when the bend over a shield. Much more power than a somple axe or sword strike.

Incidentally, these facts, plus the idea of fighting with a chain/rope swinging around entangling things, have resulted in it being one of a few weapons not allowed in SCA combat. I wouldn't want to take part in any kind of non-scripted re-enactment involving a flail unless it were padded quite nicely... Just too easy to be malicious with...
