Metal Detecting Find: ID Please

Condition of an item after burial depends on multiple factors: soil composition, level of humidity, presence of acids, temperature, reaction of substances with each other etc. This knife could have been down a hundred or just a decade or two. Consider the knives recovered from the wreck of the steamboat Arabia sunk 1856, salvaged in 1988, many were in remarkable condition due to the silt the boat rested in. Broken blades imply it might have been simply thrown away, dumped as rubbish. The liners look brass but I think the bolsters are NS. Scales? Could be anything except I'd suspect Cell as I think it would outgas in those promising conditions but who knows? My wild guess, Horn.
