Temper , first it's peen [in the old days pene ]and they come in ball peen, straight peen and cross peen. But I don't know what they're made from. Probably a number of different steels though not very high in carbon probably .40C .I'd probably use 4140.
The ones I use are from Harbor freight. My guess is that they are cast but after forging, it doesn't make much difference. I heat treat like 5160 and start the temper at 350. After testing, I adjust the temp upward if necessary!
I'm working on a design that will have a good pommel for bashing stuff. I thought about round bar and stock removal and diff H.T but it would be wayyyyyy too costly and time consuming. So If I could take the ball peen off, dress it up and weld it to the tang I would get a material that was the right shape to start with and made for striking.
These cost a few bucks right? Better to use one and save hours messing about with lathes and grinders that I don't have.
One of my Tanker friends was beating the Crap out of a pin in an M60 tank tread trying to get it in (He was using a "small" 5lb sledge) when his Sgt. walked by and offered this advice:

Meh, Hammers. I used to work on Heavy plant. For persuading idlers on cat tracks we had a 'Porta-Power' it was a 50 tonne hand actuated ram
We had a drag line called Big Geordie there it had a 3L V6 as the Donley Engine to turn over the V12 CAT. What a peice of kit! There was an old guy, worked his entire life on drag lines, he could 'cast' the bucket and just before the cable on the drum ran out the bucket hit the deck. One of the other guys tried it with a smaller Ruston Bucyrus and ran out of cable too soon and bent the Jib :footinmou
