Some cities, such as Nuevo Laredo, have ordinances prohibiting the possession of knives and similar weapons. Tourists have even been arrested for possessing souvenir knives. Most arrests for knife possession occur in connection with some other infraction, such as drunk and disorderly behavior.
Its good to do some research on the country you plan to visit. The internet can be of help. I carry knives that I can afford to replace and leave the knives that are very dear to me at home or in the safe. For fixed blades I found that blade lengths 5 inches or less is going to draw less attention from customs agents than anything longer which may raise their hackles. Regular folding knives that are not flashy or wild are okay. If you are really in doubt then take along a box cutter or two. They are utilitarian, but in a pinch they can do alot of cutting for a variety of tasks. They are cheap and likely not going to draw any attention.
Carry a 91mm Victorinox or similar sized slipjoint in your pocket and about the worst that you'd face would be confiscation. A small lockback shouldn't be a problem either. Just leave the fixed blades, big lockbacks, and ninja monkey tacticals at home.
