Mill a stop pin track without rotary table?

drill start and stop holes to spec size then blue the tang and scribe the arc and under size drill inside the arc. file out the left overs to the scribe lines check for clearance and clean up any high points

Yup! That's how i'd do it if I was going to make a slot. Of course I don't have a mill either...
