Would a couple of files, hack saw, center punch, sandpaper, clamps, caliper, torch, refractory bricks, carbide drill bits, circular drill bit, carbide scraper, steel blue layout fluid, O1 steel, O1 1/8 rods for handles, micarta blanks, epoxy glue, bench vice and high torque drill? I also found a good video on how to make a filing jig out of plywood. I really don't want to spend over $400.00 since am not sure if i be good at.
 
files, grinding wheel, drill bits, cutlers rivets, handle slabs, to make a fixed blade. Oh, and some blade stock, of course.
 
Add patience and elbow grease to your list. Don't forget a quench pan and quenching oil.

Sounds much like what I made my first few knives with.
