Modern slipjoint without breaking the piggy bank

Bought and shipped them before the laws were reviewed due to the brawls and stabbings that took place.

It's always the case. People decide to take advantage of the fact that manual folding knives were not restricted imports and do stupid things, and because of this legitimate users suffer the consequences when laws are tightened.

Well that sucks. I do believe spyderco has knives specifically designed to conform to UK law so those might work. Don't worry though, we have places here that have such ridiculous laws. Example is Philly. I can carry my hand gun (with my carry license) but not a pocket knife of any type unless it is for work.
 
Sanrenmu comes to the rescue again. Look for the A148 or A169, all stainless models. Or 7112, which comes in several colors. The 4112 is a smaller version. The 7065 is also all-stainless. The 4056 is a smaller version.

These are all very good. For some reason, the A169/A148 aren 't particularly sharp out of the box. The others are.
 
One knife I haven't seen mentioned yet is the Buck 300 line of slpjoint knives. I have the large stockman model and it is robustly and precisely made, with nice hollow-ground 420 stainless blades. It also has large stainless pivots instead of brass which probably contributes to,its solid feeling.

Anyway, mine was under 40 bucks and strikes me as a higher quality piece than many slipjoints I own which cost much more. I think some of the smaller models would fulfill your requirements well. Good luck!

I think the Philly laws were put in place to ensure it’s citizen’s safety. They want to make sure no one brings a knife to a gunfight. Well done Philly!
 
Rough Ryder makes some "modern" bolt together single blade slipjoints based on old patterns.

Why a "modern" slipjoint? So you can take it apart? (WHY?!?) More modern steels?

What are you doing with our knife that draws the attention of LEO's?

Get a two or three layer 92/93mm SAK, like the Recruit/Cadet (the Cadet has a fingernail file, the Recruit a pen blade) or Huntsman/Fieldmaster. (Huntsman has a corkscrew, Fieldmaster replaces the corkscrew with a philips screwdriver. Both the Huntsman and Fieldmaster have a wood saw and scissors.)
All four of these SAK's also come with a slide-out plastic/vinyl toothpick and a tweezers in the covers.
If you don't want the side tools (toothpick and tweezers) get an ALOX model, like the FARMER or FARMER X (the latter has scissors)
BTW the scissors come in handy more oft than you would think.
