The only thing stopping the Russians from doing it was money not technology.
They tried. The rocket, N1, blew up on the launch pad. American intelligence counted new tombstones in area graveyards as seen on Corona Satellite pictures and estimated several thousand deaths.
Which bring us to...
1-If the landing was a hoax how come the Russians didn't say anything.
The N1 explosion incident was never reported in Soviet media, of course. And, despite the fact that we knew about it from satellite photos of the preparations for launch and then of the aftermath of the explosion, plus reports from human intelligence sources, we never said a word. Why not? It would have been a huge embarrasment to the Soviets and a real blow the the then-wide-spread perception of Soviet technological and space superiority. But, to have said anything would also have compromised our intelligence sources. At the time, the Soviets did not know that the American Corona satellites carried cameras and were taking pictures of them.
