that is a Nepalese Kora. I have a very old one that is about 25" overall, and the inside of the curve is razor sharp. The grip is steel wire and is very secure with imposing metal handguards. I imagine this short sword could do a lot of damage.
I think Bill still has a model for sale on the HI site.

Yes, we do but it is a more modern version. I don't like to make the things. They are hard to make and expensive to ship because they are so heavy.
