Move Quote time II - THE SEQUEL!

Yep a lot of quotes are in several movies, so when someone guesses a movie other than the one the poster had in mind it usually requires additional hints to steer you towards the one they are using as the quote source.

I've seen quotes that are used in many many movies that without more hints we'd never hit upon the one the poster intended for the game.

And yep Matty 1408 IS a strange movie ;)

Hey, sorry. I went out of town for a few days, and forgot to post. Alright, here's an easy one:

"...This radio station was named Kowalski, in honour of the last American hero to whom speed means freedom of the soul. The question is not when's he gonna stop, but who is gonna stop him."
 
Now something quite different:

"You haven't mentioned his mental state."
"Oh, he's an imbecile, probably from birth. Man's a complete idiot... Pray to God he's an idiot."
 
Another one

Doctor: "Gentlemen, in the course of my profession I have come upon many lamentable deformities of the face due to injury or desease, as well as mutilations and contortions of the body, depending upon like causes. But at no time have I met with such a perverted or degraded version of a human being as this man."

Question: What does "upon like causes" mean? I've never seen that before (well, English isn't my first language, so...), or didn't I hear that right?
