there are a few juice models from leatherman that have both pliers and scissors. the juice s2, cs4 andxe6 all have a scissor and you won't find a smaller tool with everything

But still on the small side of multitools. Gerber Sport Compact (also called the 400) are very functional pliers and include fiskar scissors as well.

Of course, as posted above there are several SAKs with both but I always consider them knives, not multitools.

I got my dad the sport compact last year for father's day. Seems like a decent little pliers.

Leatherman PST II. I think it gets overlooked as a "small" multi, but it's nice and slim, and only 5.3 oz, comparable in weight to a mid-sized Juice.
