Ok value is always king if it comes with quality. Usually they dont come hand and hand. But I have managed to find a few under 30 dollar knives that I love as much as my 100+ ones. My first is my Mora 2010:
It is amazing! Fish, Camping, you name it...everything short of batoning and chopping this thing does and does well. It is so unbelievably sharp it is scary. I nearly took off the tip of my finger when I was sharpening it....(Wet Stone damn it!). The grip is comfy and the sheath as cheesy as it looks functions extremely well. You just cant go wrong with a Mora!
My second under 30 pick is the Gerber Big Rock. I absolutely love this knife. Anyone who is starting out, cub scouts, etc this is a great knife. The handle is so comfortable it is crazy. I like the sheath as well, not my favorite but certainly up there. The Steel is ok and does a great job. It's super easy to sharpen too! This is a knife I use and dont care if I break it. Not to mention Gerber usually takes it back even if you break it! Still it is a great knife for the money, here a pic from someone else:
