Osprey Daylite. My go to small pack of choice. Holds 2 bottles, and a ton of gear. Ill post pics of mine in a few hours when I get home from this nightmare of a shift on the ambulance. Trust me. Its a great bag, and carrys a good load very well. I use mine for mountain biking with a 100oz bladder, and a bunch of gear all the time. Has a removable waistbelt too. I have the MULE, and this is what you need bro.

I've got an issued MULE and LOVE the pack. Like the OP I often wish I could find the exact pack but with external bottle storage. I use the MULE all the time for fishing and kayaking - it's just the perfect size for me. I'm not a big fan of using the bladder unless I'm on my bike. I find it to just be a PITA.

I've had the Maxped PFII and like it alot. I may end up picking up one again in the future but there was just something about it that kept me from really loving it. I'm not a huge Maxped fan though - too many damn zippers and pockets for me. The PFII is a good pack though.

Its a great bag. For the $$, you cant go wrong. Osprey makes nice stuff. I am amazed at how much gear my Daylite will stow. Everyday use for over 2 months now, and it seems to be holding up very well. Comfortable too. I rode 35mi on my bike with it last weekend loaded down pretty good. Not a complaint. It rode very well. Next weekends hike of the museums and zoos in Chicago will be out of the daylite. Great bag.

I have pygmy and IIRC it's about 900cuin. Too small for me. I'm looking for something in the 1500 area. I like room for extra layers. Make me an offer if you want. ;)

Used it last Tuesday downtown. Walked about 5 miles around the Loop and the lake front. Hugs your back, comfy shoulder straps, holds a lot of stuff and you don't even notice it on your back. Lots of features in a small pack.
Great bag for biking, commuting or day trips with bare essentials. It's so light and compact that you can nest it inside a bigger pack and use it for day hiking when your out camping.

I picked it up on sale at REI for $39.

You'll be passing through my neck of the woods. I'm in Kankakee, about 50 miles south of Chicago.
 
Actually yes. my wife and I both just bought kelty bags to your description last week at gander for 129 each.
 
Those packs are four times as big as the OP was looking for.
Mystery Ranch actually does have a small daypack(called the Spartan) coming soon, but it has no water bottle pockets, and I don't know the ci. It has PALS webbing on the sides that might take water bottle holders, though.
 
yeah- the OP wanted a little smaller :)

picked this up for under $40, Kelty Redstart- ~ 25L, hydration compatible, two outer water bottle pockets, shove-it pocket (I love these for rain jackets, avy shovel, etc), light HPDE frame sheet
