i would not remove the head. clean her up as much or as little as you see fit.
these old tools have lots of history in them, the bumps worts scratches dings are all part of it.
i guess i need to take a look at my BSA hatchet?

I agree, no need soak that one in vinegar. I only do that when they are badly pitted with rust. That one will clean up easy with a little brushing with a brass or fine steel brush followed by some oil.
 
Spray on WD-40, let it soak overnight, scrape with the blade of a knife (use an old beater), wipe off, more WD-40, when blade-scraping no longer removes anything, switch to a steel brush, continue until you reach what you want (or run out of patience!).
 
I picked up a 50s era BSA Plumb hatchet at an antique store for $35 a while back, so i think you got a good deal. You may not make any money on it, but for the price it's a fantastic piece of steel and wood. I would only pull the head to re-wedge it if it's loose (I had to do that to mine), but otherwise follow the above and add linseed oil to the handle...it looks awfully dry.
