Looks like a spine rasp to me.

I've got them on several SOG knives, seal team elite and seal pup elite. They say it is for notching, filing, or jimping. I haven't used it for any of that but nor does it detract from my usage in anyway. Sort of irrelevant to me as I don't mind the look.

Ok, sounds like they could be used for a number of things craytab , like you say, it doesn't detract from using the knife if you don't use the rasps, and they look kinda cool, aggressive, so... but yeah, I need to get me some SOG knives, too. They have some awesome designs, and names! Thanks for reminding me!
