First things I suggest if it has been carried even if brief is to look at the lock contact recess notch and see if it has debris in it and if it does it may be inside as well creating a cushion of sorts under the blade. One that can be compressed but that still interferes with function. If it is filled with pocket lint simply remove it. Don't lube it for crying out loud! That is what brings the lint and attracts it and what makes it stick! I'd suggest a dry lube if you use anything. If liquid then use it sparingly.
If it was never carried by you may not mean it was never carried. Check it anyway if you haven't. On other issues. The spring could have moved forward making weaker. The spring may have developed a hair line crack or there could be debris lodged in the spring or even a good stiff burr edge from an internal scrape or pin placed just a bump too far in when installing handles can all cause a spring jam or bump.
The liners may not be flat. Or a washer is torn internally. Or Lastly the pivot pin is simply too tight and if it is adjustable just back it up a bump. If not a good side to side tweak of the blade without cutting your fingers off can sometimes break it in quick and all the sudden with that and some movement and lube that has dried out can make it work in nice. I'd do any and all that for a look see before mailing anything.
