Need a Cheap but decent sharpener.

I have both, and both work well but I was referring to the second link. The flat one. The little round one is a great diamond file but a bit course when new. After it is worn down some they become pretty good touch up tools for some serrated edges.

I recommend one of the less expensive Lansky Crock Stick v-sharpeners. The approximate lowest street prices are:
LCLIP pocket crock stick ($7)
LCS5D std turn-box ($10)
LCD5D deluxe turn-box ($16).

The India stone is my favorite sharpening system. The fine side gives a good rough working edge - armhair shaving sharp - with less work than anything else I have. Plus it can sharpen chisels and plane irons, that are a little awkward on a ceramic rod sharpener.
 
As a noob, if you want something that will give you an insane edge for the least effort, then I'd save your money for now and get a Spyderco Sharpmaker when you can afford it.

If you are ABSOLUTELY desperate for something now, get a cheap double-sided benchstone or try wet&dry on glass. Be warned that the learning curve is a little steeper though.
