Need a favor and some suggestions

The trick is "available." There are many fine knives that have been made recently, but they very quickly can only be picked up on the secondary market, which is unpredictable and thus not good for gift recommendations. I see people recommending the #38 GEC Grinling Whittler, for instance. Beautiful knife, but I promise you'll have a very hard time finding one, still less having any choice of covers, and still less for under $100. I am therefore inclined to recommend Case, because their knives are usually pretty, functional, and you can pick them out yourself or ask a dealer to make sure you get a good one. Choose a pattern that catches your eye and go for it.

Alternatively, pick a GEC that you like from one of the sponsor dealers. Any one of them would make a great gift. When I got married in January I gave my best man a 66 slim unserialized in Cocobolo, which was and is an exquisite knife -but you might have to hunt for that today, so it doesn't satisfy your requirements.
 
KSF has a pretty wide selection of handle materials available for the GEC 38 Chapman, which I find to be a very attractive knife. Prices between $85-110.
 
For a gift, I'd have to say the Hess Tiburon. You can pick one up with beautiful burl wood handles and come in comfortably under budget. I don't yet own one myself, but I plan to in the near future.

You're going to get a great knife whether you're looking for something to use hunting, camping, daily carry, or put on display and never actually use. When the recipient opens the box they're going to be greeted with a stunning piece of craftsmanship that's going to look like it cost a lot more than it actually did. This is the type of knife I'd be very happy to receive as a gift.
