Need a knife for an Illinois Police cadet...

Blade-Tech M.L.E.K The Military Law Enforcement Knife is available in straight and partially serrated stainless steel blades. Each blade is 3-5/8" long and comes with a black polymer handle. Additional features include an overall length of 8" and a pocket clip.

S30v version

5.11 Tactical "Investigator" might be another one to look at.

Comes close to your list and is one stout folder.

My brother just finished the police academy here in MO and I figured he'd appreciate a good blade as a graduation present. He's always liked Tanto blades(dunno why, but it's his gift) so I decided to go with the Kershaw Blur

this one

Steel: Sandvik 13C26 stainless-steel(takes a nice edge and holds it well IMO)
Handle: 6061-T6 anodized aluminum with Trac-Tec inserts(excellent grip)
Blade Length: 3 3/8 in. (8.6 cm)
Closed Length: 4 1/2 in. (11.3 cm)
Weight: 4.2 oz.
A/O makes for fast deployment if needed
Can't beat Kershaw's customer service
and they're made in the USA

he seems to like it alot. There are alot of variations on the blur and they're pretty nice solid knives., might be worth a look.
