The best way to go about making a file knife? Soften the file, grind the file, re-harden the file, put on handle, sharpen. The details are in the information given in the stickies at the top of each forum. Personally I wouldn't waste my time on a file when better steel is available fairly cheap.
 
I started with files years ago because I did have any cash for quality known steels.

If you have a decent grinder you can grind the file as is. Just don't get it over about 250 degrees so dunk it in water often.
I didn't have a grinder so I annealed the file by heating it to cherry red and then sticking it in sand so it cooled slowly. I then filed that file to the bevel and shape I wanted with other hand files.

Also use older USA made files. The new crap from china is terrible steel, sometimes plated or jacketed in a somewhat harder steel.
