Hi, i am foreigner so my English is not the best. Anyways I have recently started with knifemaking, and I got this concept in my head, it includes some sort of semi transparent handle, preferably with some color like red, green or blue, with integrated glowing elements inside, for example tritium vials, Google it. But I don't know where to start and what materials to use or how to get the glowing elements inside, and I hoped you guys could help me.

This thread probably belongs in shoptalk but I'll help you out anyway, I've had and pondered this similar idea and have concluded that best results would come from epoxy resin (typically clear in color), some transparent colored dyes, and some glow in the dark powder. You can find glow in the dark powder on amazon and many other places, many people like West systems' 105 epoxy resin however there are substitutes for that. I've also found transparent dyes on UScomposites website under their "colored pigments" category. UScomposites also sells many types of Resins, both Epoxy and polyester based. They also carry West System products so you could kill 2 birds with 1 stone there. Side note, the transparent dyes + epoxy make it looks like hardy candy such as Jolly Ranchers when cured so if that's the effect you're looking for I'd say that's your best bet.
