That's an issued Soldier. The year is marked on the blade (71) and the two letters in the cross means that it was issued I think. Not sure why it doesn't say "Victorinox". Maybe the goverment contract specifically requests "ELSENER SCHWYZ VICTORIA". Or maybe all Victorinox knives from that era have that.
Victorinox has used several names for their knives over the years. Victoria, Elsener Schwyz, Elinox, etc. All were made by Victorinox. The symbol is called a Waffenmark and indicated issuance to the Swiss Military vs. civilian market.
That was the wire stripper function and came from the factory that way. Later on that was replaced by the notch you see at the base of the screwdriver/bottle opener on newer Vics.
