consider going with a traditional. i carry a Case peanut as my edc. I've never needed nor wanted anything larger for edc tasks.
 
At this point the company just put out a news letter stating "knives of any type with blades over three inches, and any other items designed for the purpose of causing bodily injury." I need to get more detail on this part. Not sure about fixed blades or exactly how the blade will be measured. I don't think they will be breaking out a measuring tape unless the knife in question looks bigger than average but we do have random search's. (Us and our vehicles)
 
I can only recommend to the OP the following, Gerber Mini-Covert liner lock (154CM, 2.94 inch blade length). Used this as a beater EDC myself. It can be had for less than 60 USD, that is if you don't mind Gerber and liner locks.

I was thinking something like this. Hook blade meets Tanto?

You could go that direction, or you could just opt to make it a shorter hooked blade by rounding down the spine. That would let you retain the pointy tip but it would mean the spine would have a pretty dramatic curve. The tanto option would retain the shape of the back of the blade but the tip wouldn't be nearly as sharp. It would, however, retain the full strength of the spine. Rounding the spine looks like it would result in an awfully thin area near the tip. The more I think about it the more I think your drawing may be the best way to go for a defensive folder.

When I get it I'll trace the blade and send you a couple of drawings so you can make the final call before I start grinding.

You don't need to worry about paying me a dime. I'm happy for the opportunity to do something nice for a stranger. It's really not much bother anyway...10-15 minutes tops.

I sent you a message but, just for anyone else that may be considering this....

I started working the blade down on the "ruff" side of my diamond stone and knocked about 3/16" off the tip. An issue arose that I didn't notice until afterwards when I was examining what I had done. Due to the shape of the blade, it no longer hide away into the handle. You can see what I'm talking about in the first picture. The second picture shows the part of the blade that stops it. As far as I can tell it can be ground down as well without causing any issues.

Your company has a 3" or less rule? What's that - the requirement to get into management there? Lame. Anyway - a nice SAK will fit the bill, be immensely useful and will be unlikely to scare the simpletons that write such rules.

Just out of curiosity, what line of work do you work in where vehicles get inspected? I live in the chicago area and while alot of people arent "Knife Friendly" I've yet to see crazy rules like that at the workplace, then again, I'm a fireman, I think we have to carry at least a 3 inch blade...not a written rule but gotta get the job done. The searching vehicles part would push me over the edge though for sure.

Now for reccomendation - BM mini Grip, or any of the numerous offerings in that size from spyderco, Cold steel mini lawman or mini ak47, or a slipjoint. That being said, spyderco has alot of options with non-coated blades, i do not believe that either cold steel comes un-coated and the black on black will look "scary" by comparison. I'd go with a spyderco personally, or i'd save up until I could get a BM 755 MPR which fits my big hands pretty well. Carry an MPR in a duty bag and a Spyderco Breeden rescue rides next to my EMT shears in the right cargo pocket.
 
Being that I like to tackle projects myself, I jumped on in head first. I still have to work the edge out but have the basic shape. Ans it closes up nice now to. For some reason I still find myself wanting a new blade. I'm going to blame you all for that.:D

The main problem with the handle size on these smaller knives is the width more so than the length. I hate having to move the knife towards the edge of my finger tips to open it. This causes me to lean towards the Spyderco line with the blade design. Here is the Kershaw Leek in my hand:
