Need smallish colourful folder for girl's gift - recommendations

Definitely Victorinox. Spyderco Dragonfly or Delica if it must be a single blade

I know you said it must be folding, but have a look at the Mora Eldris if you're willing to go fixed blade.
 
I would say if it's for a potential knife nut then taking her to the knife store to pick one out is the best of all worlds. It will still be a surprise and she'll be sure to get some that fits.

The Delica and the Dragonfly are both available in a lot of colours and are pretty universal and affordable.

If it needs to be a more office friendly inoffensive type of knife/tool then Victorinox has some great choices with limited edition scales. Look at the Lost art of tools Ranger that features different US National Parks, the Foods Around the World, and others.

Do you have any idea what the knife will be used for? The only thing you stated was that you want it colorful and a price range. The knife being gifted to a girl does no provide any useful information.

Intended use dictates the type of knife.

Without any further information I would say that SAK's are a sure bet, since you can always find uses for it, is non-threatening, light and cheap. Everyone recognizes it as a cute tool. They also do not require to be carried clipped to pants.

If the future user enjoys the outdoors, then a single blade, one hand opening, more substantial blade could be in order. Any Spyderco Salt with yellow handle could come handy so it can be spotted easily if dropped in the wild or water. The H1 will not rust no matter what.

And in between there are plenty of choces, some good ones already mentioned. I like my yellow handle Benchmade Minigrip (sheepsfoot) a lot, to mention one of mine.

Then certainly the SAK is the way to go, as it is a "tool" which happens to have a knife blade in it.

The tweezers and scissors are handy items to have arround. Even if she never uses the blade itself, the tool will surely be used.

I am not much into the different models, but I would go with the smallest of the 91mm SAK's that offers scissors and tweezers. Victorinox Huntsman maybe?

My wife loves the Orange Leek she stole from me. Carries it in her purse everyday. She doesn't abuse it, so the pointy tip isn't a problem, and it's nice, thin, and lightweight.

Depending on the girl,, and the use, I'll throw another recommendation for an SAK of some sort. My 10 y/o daughter carries this one around everywhere except school.
