Place the liners on either side of the spacer, sometimes called the back bar. This should be the length of the pivot but usual isn't in my experiences. Let's back up a bit here The spacer should be the thickness of the blade plus the thickness of the washers. Certainly the way to make them parallel to the liners is with a lathe but you can grind them down close and then stick them in a drill press and finish them with a file, stopping and sizing them often. The next step is to assemble the liners. blade, washers, and pivot pin on which the screws should bottom and check again for side play. The leaf spring shold be out of the lock cut out and held toward the liner, bolster side. If there is still play, reduce the pin size. It the blade is just a bit too tight, remove one of the pivot screws and with a cratex wheel remove a bit of metal where the head of the screw will bottom. Yes try again, of course.
To start, however, do the pivot holes line up or ? The way to make the liners is to use a hard pattern not a paper one to make the first liner. This will have the pivot hole and at least two other screw holes drilled. Now make the second liner by drilling the pivot hole placing the first liner over top, place a pin through the pivot hole, clamp the two together and now drill the other holes. Now you can scribe the outside of the second liner. Grind this which will be a bit oversize, use the pins to align both sides and bring them both to the same exact size by contour grinding again with them on the grinder table.
