Need some help

A friend of mine is using a carbon steel identified as 86-70. It's made in Europe.
Anybody know anything about it?

Kit years ago we machined a pipe pierceing tool from 8620. The 8670 could be in the same category.

The stuff was damnable to machine and was hardened fairly hard. I don't rcall the R rating on it.
The tool went into a sleeve that was explosion welded onto gas lines and then the tool was turned in with an allen wrench to pierce the pipe and then backed out.
This apparatus made it possible to tap gas lines without turning the gas off.

I believe that the 8620 would have made one tough blade.

I recall using this steel for sprue cutting blades on injection mold machines when I worked for Bosch I believe its like 4140 with more chrome . Good stuff as I recall tough to heat treat. Sorry I'm not much help. Memories fading fast in my old age .
 
I'm just learning here guys, so I apologize ahead of time if this is a dumb question, but does Darrel's info suggest that this particular steel probably can't be hardened to a high enough degree to make a useful utility knife blade? Thanks.
