why are you prying with a knife?

I'd get an Izula, or an RC3 from Rat Cutlery. That way when you break your blade they will replace it.

For a folder, Spyderco Delica 4 Stainless handle. They have pretty thick tips.
 
Prying with a knife is like removing screws with a hammer. Sure, you can get the head wedged in the nail puller, but do you really want to try?

A pocket wedge tool can be made from an inexpensive Stanley pry bar from Walmart, less than $5. Just cut the curved end off and drill a hole for your keychain.

That leaves any 3" lockback knife to be a reliable edc - but there is no guarantee a folder won't close on your fingers. Folders fold - only the user can prevent it.

Fixed blade laws in DC, plus Fed guidance on nothing bigger than 2", may have a lot more affect on choosing a folder.
 
Emerson CQC-14 "snubby " fits everything you are looking for. Mine has been pimped and handle shortened by about 1/2 inch. The black scale above is the original one.
These can be had in black ti or , beadblast , plain or , part serrated. Great for DC carry. Blade is a hair UNDER 3 inches.
