Could you explain what that is? How would I know. It didn't say anything about that on the packaging. Just two brightness settings, 80 lumens, and 4hours runtime.
 
A regulated power source, when derived from DC batteries, provides a relatively constant source of voltage/current to the lamp, ie. a power supply that delivers a relatively constant 6v while the batteries continue to slowly weaken. The benefit is a somewhat consistent light strength.

An unregulated device delivers a direct connect to the batteries and slowly, but consistently, loses overall lumens output as the batteries drain, ie. 6v @ 15 minutes of runtime, 5.5v @ 30 minutes, 5.0v at 45 minutes, and 4.5v at 60 minutes. (The numbers are an analogy but not accurate to any specific device. ;) ) :D

Right. I know what you mean. I thought that came from the power source. My flash does both depending on whether I use AA's (unreg'd) or NiMH's (reg'd).

It doesn't say either way on the packaging. I can't say for sure, but if the fact that it's a lithium powered lamp matters, maybe you could tell me. Thanks.
