I always wondered why some people had 'USA' on their clips. I guess I still don't, lol. I must have bought mine when then didn't put it on there for a brief time?

It's just different. Both were made during the same time period I believe.
 
People have different levels of quality expectations and some value perfection - some don't.... just sayin'
