Looking for the following in a folder that costs around $100 or less:

USA Made
Good Steel
Durable (would like it to have liners)
Quality & Craftsmenship
Reputable Company
Carries small
4 oz or less

Would prefer something around a 4 inch handle.
Also, I'm a Benchmade fan but I'm looking for something different than an Axis lock.

Spyderco, Kershaw, or Benchmade. Take your pick. All make multiple knives that fit those categories.

I edited the OP. I'm looking for something other than an Axis lock as I have had several Benchmades. Spyderco in my experience does not carry small. Kershaw I've had a few of over the years but I have really been turned off to the amount of knives they import from China. Is their US stuff still up to par?

You bet it is. How about some flavor of their flagship Blur model? Inset liner lock, all sorts of different steels, handle colors and blade shapes.

I'll second the Leek. There are numerous variants to suit your tastes. Insofar as Spydercos not carrying small, I entirely understand - that's part of what initially turned me away from them. I have found a good few models that carry quite slimly, though. The Spyderco Police gives a great long blade and handle, and sits very slim in your pocket. Also, the Gayle Bradley, though touted as a hard use folder of theirs, is actually quite a nice sleek knife that I've never felt unwieldy to carry.

Spyderco makes knives in all different sizes. Some very big knives that carry big, and some smaller knives that are great for EDC. They're probably my favorite EDC knives, and a great bang for your buck in a lot of cases.

As for the USA Kershaw's, they're really good in my opinion. I've got a Rake with the composite blade (D2 edge and 14c28n spine). I love it. They make some nice blades with some nice steels, and for the money you spend on them, the fit and finish is as good as you're going to get.

If you don't like the Chinese made ones, just look at the USA made ones. Kershaw is very open about what is USA made and what is not. They are a global company, so you can't really fault them for producing outside of the USA. I personally stick to the USA made ones, but that's a personal choice. It's the same with Spyderco. Spyderco produces in the US, Taiwan, and China. Just because it's made abroad, doesn't mean the quality is low. If QC is kept, you can get a well made product. But I hear you about buying USA made. I buy US when I have the ability.

For 110 you can buy a Spyderco Manix 2 S110v. Under 3 ounces super duper steel and great ergos. The real question is why would you buy anything else?

Thanks for the suggestion! I don't really care for S110v or pinned construction.
 
All those qualifications are easily met by great eastern cutlery. You know you want one:

+1 for the Leek, my favorite being the Random Leek featuring the reverse tanto and s30v steel, they might fetch for a bit more than 100 since I heard it was disco'd but I fetched mine awhile ago on that river site for a good bit lower than 100.
