I have started off by putting together a couple of the auto kits, mikov, leverletto etc...
Do you guys look back and "recycle" knives you have already put together once? And give it another chance?

Also is it reasonable to believe that a guy can purchase a piece of steel and using the removal method WITHOUT a belt grinder, just files, bench grinder and sand paper make a reasonably decent fixed blade knife? Is it worth the attempt? I just don't have a shop set up, nor am I quite ready for the investment of a good belt grinder yet...is this a good next step?

You do not need a grinder to make a good knife. All you need are the basics, hacksaw, files, sandpaper, and some elbow grease

There are a lot of threads where makers have made good knives without power tools. Give it a try after reading the stickies at the top of this forum.
