New knife build questions

I'm planning on making a knife to use when I go fishing, I want it to be a stainless steel that's fairly inexpensive and really corrosion resistant (I'll send it off for heat treat). What would you guys recommend? Also I had a idea of pouring some type of epoxy resin and placing a whole bunch of tiny fish hooks horizontally into it. And then when it dries make that into handle scales. But I'm not sure of a clear resin tthat would be suitable for this that can be bought locally. any opinions? Thanks for your time.
 
AEB-L is relatively inexpensive.

As for locally available castings resins, I haven't the slightest idea. If you have a local hobby shop, wood working store, or something of that nature, you might find something. You can't use just any epoxy, but they do make several specifically for casting.
