If anyone knows what this is, I'd be happy to hear what you think. It's some kind of duplicator. Guide rod on the right, and mini end mill on the left.

I don't think that's a guide rod. I believe it limits downward travel.
The machine appears to be a miniature milling/routing machine. It's very cool!
 
It will do both, later on. It does ride inside a template of some kind, which I think will trace a few shield templates. Its too big for a complex shield at the moment, and so is the end mill @2.5mm

I guess I could explain it better...
The table moves X and Y manually by the handle on the front. The quil moves the pin on the right and the end mill up and down together. The bottom block is a double vice, left/ right sides.

I don't know what else it would be used for except inletting. I think its cool too, thank you. I just happened to see it in the small shop of a hardware store that is going out of business near me.

I would love to have it! I would think if you could get it cheap, you should.
 
Yep is a 1/1 ratio pantograph. It could be used for inletting shields with the only limitation by the endmill diameter.

I "googled" it a bit this weekend. It is some kind of key cutting mill. I ditched the small vice block, and cleaned it up a bit. I need to get a new drive belt and set up a tool plate to lock down the work and templates for shields. I got this just in time for some Sambar stag handles I ordered.

Yes I have seen a machine like that in use at a place where i used to work.
It is to duplicate keys, the kind with round dimples in the sides
