With no markings it's anyone's guess where it was made. But it looks like a vintage piece and that bodes well. The substantial poll should give it good balance. I think a file will tell you everything else you need to know.
If you take a fresh high quality file to a well made axe it should cut with some difficulty - i.e. the pressure and stroke need to be right and file must be kept clean. If you can cut the bevel with a worn or dirty file then it's too soft. If it cuts very easily with a fresh file then it's a too soft.
what Square_peg said. a good file will dress up the edge. if the file really eats up the steel the edge is too soft
