I don't think you're too far off the mark. My wife's uncle is about one step removed from a con-man, he's the kind of guy who will get his entire satellite dish installation for free by complaining that they damaged a tree on his property. Any time he "gets over" on somebody he crows about it like he's really proud. These scumbags actually feel pretty good if they can rook somebody.
