WTH. I'm trying to send money to someone and for the first time ever Paypal, after entering their email addy, is asking for the users full name and country of origin?? WTH

Is this new or did the user's email bring this on??

Feedback please.. and this seems to have just started today or yesterday, as 2-3 days ago I sent money no problem.
 
NEVER MIND...

user supplied a wrong email and I didn't verify it...

So, faulty email addy = NEED MORE INFO..

MY bad guys. :/
