Norton Crystolon is dull

Oddly enough the old Norton crystolon stones in my 313 tri-hones are what I would consider on the muddy side. Very different from my others, it's odd and seems to be limited to that honing system.
Anyone else notice this?
 
Special thanks to FortyTwoBlades for the pressure advice! I started applying serious pressure and the stone kind of improved itself! I got 60/80 SiC grit but I am not sure if I need to lap it since the stone cuts really fast and does not feel like glass but give me a good rasping feeling.
You're very welcome! A lot of folks struggle with matching pressure to a given stone, especially when they are very used to one style vs. another. Use too much pressure on a soft stone and you'll grind it into mud in no time, but fail to use enough on hard stones and you'll glaze them.
